Jumbled and jumbled up and jumbled together mean all mixed up together in a hopeless mess. She could have a jumbled life, with a house full of furniture and clothing and rubbish all jumbled up together, and with thoughts jumbled thinking processes, and so on.
Queen Victoria was Queen of England from 1837 to 1901, the longest reign of any British monarch. The world changed a lot during that time, so many things could be called Victorian or from the Victorian age / era. There is a Wikipedia entry for the Victoria era -- of course!:
