What is the kind of chair that is usually seen in a pub, the ones that are tall? highchair?

They are called bar stools.

And you don't want to call a bar stool a high chair, even though it is sort of a high chair.

A high chair is what the baby sits in at meal times. It has a tray in front, and maybe a seat belt, and it puts the baby up high enough to be fed easily.
