Is 'a fundamental part of government polcies relating to tourism' the object of the phrasal verb 'needs to be made' in the following sentence? |

sorry,the sentence is "Sustainable natured-based tourism nees to be made a fundamental part of government policies relating to tourism." |

'Sustainable nature based tourism' is the logical object, but the grammatical subject, since it is a passive construction.
So I would think 'a fundamental part of government policies relating to tourism' is the subject complement as the ones you find with the linking verb 'be'.
If the sentence is written in active voice, we would call the italicised part the object and underlined part the object complement:
We need to be make sustainable natured-based tourism a fundamental part of government policies relating to tourism.
I'd be interested to read varying opinions. |
