Hi Chan-Seung Lee,
1.They want (nothing except) seeing that the children are happy.
2.They want (nothing except) to see that the children are happy.
3.My brother is good at (everything except) to wash the dishes.
4.My brother is good at (everything except) washing the dishes.
The phrases in parenthesis are logical expressions using "except." Put them away and you will see that 2 and 4 are correct.
