I still didn't take your point about the use of between 'read' and 'say'.
So, I've made the examples. Which one is correct and why?

Hi Chan-Seung Lee,
When a sign reads "No Entry", it is a literal transcription.
While a newspaper might "read" well (well written and easy to read), we generally do not say that it "reads" information. It expounds information. Therefore, we say-- it "says" here in the newspaper that...
By the way, there is no "truth" in English.
