In the quote, I think that 'prompting' should be changed to 'promoting' because 'promote something' or 'promote somebody' is possible while only 'prompt somebody' is possible.
But I'm not sure, so can you tell the truth?

Something can "prompt" something else.
The situation prompted fear.

You can, but it would sound a little awkward.
People promote things. Governments or organizations promote things. But a situation or a state of affairs generally does not promote things.
