President Roh's repeated remarks seem to reveal that he has a serious problem, more than underestimating the danger of North Korea's nuclear weapons.

What does 'more than' in the context mean?
And what phrase can it be replaced with?
Thanks. |

.
The sentence is not well composed. The intent is that 'Roh...has a more serious problem than underestimating....'
Perhaps a way to fix it by replacement is: 'Roh...has a serious problem, more so than underestimating....'
