Someone said that #1 is correct but I think that both #1 and #2 make sense to me. Can you let me know which is correct and why?

#1 is correct. #2 is also grammatically correct, but the meaning is quite odd-- it suggests that the toucher may use very unorthodox techniques. If you add an adverb, #2 would make more sense:
2. He won't bite you no matter how roughly/carelessly you touch him.
