I heard the example #1 on CNN News. But I think that #2 is right rather than #1. I'm not sure. Can you tell me which one is right?

They are both correct.
The first one means that they have reached an agreement which sets the date...etc.
i.e. the agreement sets a date.
The second one means that they have reached an agreement that they will set a date sometime.
i.e. it means that they have agreed that they will set a date but they have not set it yet. |
