I can't understand what the quote mean.
My paraphrase is that Coelho seems to conclude later that people would make him resign and would save their face at the same time.
Am I right? If not, could you correct my paraphrase?
And one more question. That's if an agreement can allow somebody to do something even though an agreement is not a person.

What it means is that Coelho and others in power seem to have reached an agreement that he can resign his position (rather than being impeached or ejected) and exit gracefully, saving face.
