Hello b7lake -
My guess would be #1.
#2 would be okay to respond to "Do you want a cup......?".
Usually, the response uses the same 'verb' used in the question.
Depending on the situation, "Would you like a cup.....?" or "Will you have a cup....?" somehow sounds more natural.
If you need more, hopefully one of the excellent grammar 'gurus' in the forum will be able to add to/amend this.
