b. I saw picture exhibition at Johnson museum.

- Are these ok to say?

a. What museum did you see picture exhibition at?
To be strictly grammatically correct you should say, "At what (or which) museum did you see the picture exhibition."
It would probably be better to call it an "Art Exhibition," or a "Photographic Exhibition, to be a little more specific."

b. I saw the picture exhibition at the Johnson museum.
