A crack is an opening. It can be an open seam like if floor boards are joined together and one has a gap. Then something can fall through.
The expression means that the taxcollectors miss some of the cheaters.
If the IRS hired more people, they could shore up the cracks.
Its a common english expression however people don't go around all day saying "fall through the cracks". |
