(question) which of the four is[are] gramattically and semantically correct English sentences?

First, most people would say "I can speak a little Japanese" before "I can speak Japanese a little," but that is not the focus of your question.

Both 1 and 3 are fine, with 1 probably more likely to be said spontaneously.
