Hello,
"Guess who I ran into/ran across/met in town today?"
Do 'meet', 'run into', and 'run across' have the same meaning and are they interchangeable here?

Yes, they are interchangeable.
However, the phrasal verbs that you listed convey the idea that this meeting was unexpected or unlikely. You could also say:
Guess who I happened to meet...
Guess who I bumped into.... _________________ I'm never going to learn if you don't correct my mistakes! |
