Sorry about asking the question in this branch Sad

For example, I want to turn left on the road.
The left green light (a light with green arrow) is off, while the green light is on. Is it legal to turn left in that case?

Yes, but you have to yield (the right of way) to oncoming traffic.

Unless there is a sign that says, "Left turn on green arrow only."
