Can I say �Many fabric stores congregated at Hancock Street �? when I mean quite a few fabric stores are located at Hancock Street.

Well, I think you can.
Congregate means, to gather in a crowd, or mass.
You can use the word in a broad sense to apply to stores, rather than people, or other animate objects.

I agree that "congregate" sounds funny with inanimate things, unless it's in a poem or something like that.

"The grapes congregated in the bowl......nah." Wink

You could use it to be poetic or colorful, but usually another word would be used. For example...
- Many fabric stores are clustered around Hancock Street
- Many fabric stores line Hancock Street
- Hancock Street has quite a collection of fabric stores
etc.
