Whenever someone says "I am as X as they come," it means, "I am as X as is possible to be / I am completely X." It works in the second and third person as well, of course. "She is as Irish as they come" or "He is as dishonest as they come."
So, "I am as English speaking as they come" just means, "I am 100% English speaking." Now I find myself in South Florida, where a lot of people speak Spanish.
