2. What kind of city is New York listed in this world?
- Are these ok to say?

2. Grammatically, I think it should be "What kind of city is New York listed as in this world?" But I don't know what you mean by "listed as." Maybe you mean "considered as." Then the question is asking how the world views New York compared to other well-known cities.
