Is it OK to use "take strict actions" instead of "take severe measures" in the following sentence?
Americans take severe measures against smoking. For example, stern warnings are printed on cigaret packages and smoking in public is'nt permitted.

Possibly. However, "strict action" has more of a connotation like punishment by jail or fine, which is not the case here.
