When refer to a region, between 'south' and 'southern' how do you know which to use ? For instance, it is 'Southern' California and 'Southern' Indiana, and then you got 'South Texas'.

The usual usage is 'South' (capital 'S') when it is a formal part of the region's name (South Africa-- the country) and 'southern' (lower-case 's') when it is indicating an unnamed portion of a region (southern Africa includes several countries).

Nevertheless, I am sure there are exceptions, and the wisest course is to consult a good gazetteer.
