In the following "couple of digits", "couple" means "two" or " a small number"?

"Why do shops in the U.S. often end prices with .99 instead of .00? There are several theories for this. One is that people have a limited capacity for information, so their brains take in only the first digit or couple of digits on a price tag. Another theory is that when a price is very specific, shoppers are more likely to associate it with honesty than a slightly higher figure that ends in .00. In addition to these, it may be because some customers experience a feel-good factor when receiving change." |
