A factory is a place where things are made, manufactured. A plant can be a large factory or can be a place where power is generated.
Auto and airplane manufacturers like to call their large, complex factories automobile plants and aircraft plants, but you wouldn't call your local windup-toy factory a plant.
Electric power is generated at power plants, whether they are nuclear power plants, hydro (water) power plants, or otherwise.
