Hard to answer in any case, but impossible if you don't know Whitney Houston and Shania Twain.
The writer is trying to describe a singer's voice in words, a difficult thing. He or she says the singer's voice is a little like W.H.'s but also a little like S.T.'s. Whitney has (or at her peak had) great vocal power. Shania Twain is not such a powerful singer, but her voice has a distinct quality, with some playful trills and other hard-to-describe (but easy to recognize) qualities. The writer thinks of the qualities as being "feel-good" in an indirect way and shimmery--or something like that.
