2. "Common responsibility is no responsibility."
3. "Common responsibility is irresponsible."
4. "Common responsibility is not responsible."

Which one is unacceptable?

I mean "Everyone's responsibility is no one's responsibility./Everybody's business is nobody's business."

If all of my sentences can't mean this, would you just tell me whether "irresponsibility" and "no responsibility" have the same meaning?
