1-These roads were made wide to prevent heavy rush hour traffic.

Does this mean:
a-They were fabricated wide from the start so that they would prevent heavy rush hour traffic.
or:
b-They were widened (after their initial construction) in order that they may prevent heavy rush hour traffic.

It is A. If it were B, #1 would read:

These roads were made wider to prevent heavy rush hour traffic.
