Hello,
'With the passenger's safety in mind, the taxi driver drove slowly.'
Could we use 'because of' instead of 'with...in mind' here? e.g.
'Because of the passenger's safety, the taxi driver drove slowly.'

Hello Learner -
'in mind' means the taxi driver is 'thinking about' the passengers' safety.
In consideration of the passengers' safety, the taxi driver drove slowly.
Using 'because of' as you have in your example might be confusing...
Because of the passengers' fear of traffic, the taxi driver drove slowly.
