Beginning in May, people would be able to purchase the stamps in booklets of 20 at the regular price of a first-class stamp.
What does "in booklets of 20" mean?
Thanks

| It means they put 20 stamps between two covers. It looks like a very small book, in which the pages are the stamps. |
