I came across a headline on the BBC website, which reads "China Communists Falling short" .
What does it mean?

"fall short" means 'to fail in some way', 'to be deficient'. When referring to people, it means to fail to meet a goal or target or to fail to perform up to an expected or desired standard.
"China Communists falling short' means that the China's Communist Party/government is failling to perform as well as it should. |
