Hello, teachers!!

The main problem with the windmills is that it is difficult to get to them to make repairs. For this reason, each machine has two sets of all the parts that it uses.

In the last part, do you definitely need "that it uses"? If so, why?

I agree with you, it's unnecessary. (Although if I left it out, I'd prefer to end it as, "all its parts.")
