Hello. I have question.
The following sentences are about licensing by a record label.

I don't know what the word "turnaround" and "clearance procedures" mean in this context.
Could you tell me the right meaning? |

"Turnaroud" and "turnaround time" are used in lots of contexts to mean how long it takes for something to be completed. Maybe I want to order a part for my car, and I need it by next Wednesday. I need to know how long it will take to get to me--what the turnaround is--if I order it from this company or that.
In your sentence, the idea is that you won't have to wait a long time to get the right to use an Axios recording, because Axios already owns all the rights, so doesn't have to get anyone else's permission. The clearance procedures would be all the work (and time) it takes to find the owner of the rights and negotiate to get permission.
