Besides our primary obligation to Good, we are to love our country,
and to honor its ruler as representing it.

Could you explain the grammatical structure of "as representing it"?

Did you copy the sentence correctly? I think it should be "God" instead of "Good."

Anyway, it means, "Besides our first obligation to God, we should love our country and honor its leader as the one who represents our country."
