Dear teacher,
Can you help me with the following questions?
1. The question ____ which state the minority group should belong__ was decided by vote.
A. to, / B. of; to
I prefer to choose A, but the answer given is B. I want to know if A is right? I think it is an appositive clause, right?
2. What's the difference between" work at "and "work on"
Thank you very much!

1. The question of which state the minority group should belong to was decided by vote. Is correct.
To doesn't work The question to which state the minority etc.....?

There's not much difference.
I'm working on my Latin homework is pretty much the same as,
I'm working at my Latin Homework

However, you work on a boat, or on a highway- answers the question, what?
You work at the harbour, at the school - answers the question, where?

There are doubtless many exceptions but I can't think of one at the moment.
