Can "without" in the following sentence be replaced with "except for"?

You will also hear the strange but beautiful sounds of the bagpipe, a musical instrument unique to Scotland. No Scottish festival would be complete without bagpipe music. |

| No. �Without� here means not having; with no or lacking. �Except for� means other than. �Except (for)� is used to talk about an exception, not necessity. |
