Who would think that the bell of Atri could bring justice even to an old horse?

I saw the quote in a children's book. I think that it is not correct and instead it shoud be changed to 'Who would think that the bell of Atri could bring even an old horse to justice.'

Can you tell me if I'm wrong or right with some explanations?

Thanks.

I don't know the story, so someone with more information than I (or the desire to seek it out!) may do a better job. For me, bringing justice to an old horse means the horse got his justice at last. For example, whoever had been hurting him got punished. Bringing the old horse to justice means the old horse did something bad, and finally he had to pay for what he did.
