Research suggests that kids do better academically in schools with a nature component and that play in nature fosters leadership by the smartest, not by the toughest.

What does "by the smarest, not by the toughest" mean in this case?

Everyone, from developers ,to schools and outdoorsy citizens, should help regain for our kids some of freedom.

What does "developers" mean?

Thanks.

In the first question, "the smartest" and "the toughest" both refer to people or kids. Think of the famous quote: "survival of the fittest" from science. The nouns for these terms are left off because we can already clearly understand what they are, or the description itself is more important than the thing referred to (but which can still be guessed).
