Hello, teachers!!
There is much controversy about the extent to which storage of information on computers constitutes an unreasonable interference with privacy, and as to what safeguards should be introduced.

What does "information on computers" mean in the sentence above?
I think that "information on computers" mean "information on the web," not "information about computers."
Which is true, (1) or (2)
(1) information on the web
(2) information about computers

Given the context of the sentence, meaning (2) is clearly not correct.
However, your first suggestion is also not completey correct in that your definition is too narrow. Computers in the example sentence could refer to information stored on the computer's hard-drive; it doesn't necessarily mean only web-based information storage.

I have another question. Does the information stored on the computer's hard-drive indicate the information in the goverment, local assembly, ward office, businesses, ... you name it?
