Hello, teachers!!
Envy is very noticeable in children before they are a year old, and has to be treated with the most tender respect by every educator. The very slightest appearance of favoring one child at the expense of another is instantly observed and resented.

I am not sure about "tender respect." I looked up in the dictionary and found many meanings about it.
In this context, I think:
(1) tender=requiring careful or tactful handling
(2) respect=special attention
