Is it possible to change A to B?
A. The newspaper reported that he commited a crime.
B, He was reported as an offender in the newspaper.

1...Committing a crime and being an offender are not necessarily the same thing.
2...Say, He was reported, by the newspaper, to have committed a crime.

Then, "be reported as something" itself is acceptable?
For example, is it OK to say "He was reported as a murderer." instead of "He was reported to have commited a murder." ?

No, in this context we don't say "reported as something"; we say 'reported to be something'.
For example, is it OK to say "He was reported as a murderer." instead of "He was reported to have commited a murder." ? No, say 'He was reported to be a murderer.'
