Which sentense is grammatically correct?

1 What's all the fusses about?
2 What are all the fusses about?

Does this mean why you guys are making noise here?

Usually, we say, "What's all the fuss about?"

For example if you look out of the window and see a demonstration in progress, you could ask, "What's all the fuss about?"

Or, if you hear angry shouts coming from a room where your little brothers are supposed to be playing quietly, you could also ask, "What's all the fuss about?"

Usually "fuss" is used in the singular.
