I think that the bold part in the quote is not correct and instead 'says nothing about that effect' is correct.
Could you tell me if I'm right or wrong?

Hi,
It is correct as it stands.
"Nothing to that effect" means having nothing to do with that issue, statement or supposition. In this case, the author is claiming that the owner's manual does not infer or refer to a voiding of the warranty if one installs the refrigerator himself.
