The following sentence is what i came across in an article.
Why-when such a praise can bring so much pleasure?
I cannot understand "why-when". Please help me.

It would help to see a few sentences that precede the one you have copied. But my guess is that the punctuation between why and when is not a hyphen but a dash, for emphasis, although a comma would have worked also.
My guess is that the question is something like, "Why [does the person react to praise this way], when such praise can bring so much pleasure?"
