Hi!
1. I waive access to these reports which shall therefore be considered confidential.
The above sentence means I give up the right, right?
2. "I do not waive access to these reports". And by this I don't, right?

| Basically, yes. "Waive" in this legal sense means to give up your rights. You see it often in legal contracts. |

Whether you waive access (by you) or decline to waive access would depend on the reports and whether you would like to see them in the future.
If they are something you want to see in the future, you don't want to waive access to them.
