Could you please tell me if the sentence "the appliance of property rights" sound odd? If it does, which would be the best way of expressing the idea of "applicating", "applying" property rights? _________________ Stormy Weather. |

You are right. It does sound a bit strange. I don't know the rest of the sentence, but it may be better to change the rest of the sentence.
I think saying 'the applying of property rights' is fine. |
