I saw #1 in the Longman English Dictionary but I think that #2 is correct rather than #1.

Can you tell me which is correct?

Ya, #1 is not right. I guess dictionaries make mistakes too!

Actually, I'd prefer "Debt was steadily increasing." or "Debt was increasing steadily."
