It may not be a serious mistake, but I wouldn't use and there. You can say it many ways:
There are tight regulations in the U.S., but Malysia welcomes BASE jumpers.
There are tight regulations in the U.S., while Malysia welcomes BASE jumpers.
There are tight regulations in the U.S., whereas Malysia welcomes
BASE jumpers.
