1. BASE jumpers jump from heights much lower than skydivers.

2. BASE jumpers jump from much lower heights than skydivers.

Which one is better? Is there any difference in meaning?

Both are all right, both mean the same thing, and both could be written / said with "do" at the end:

1. BASE jumpers jump from heights much lower than skydivers do.

2. BASE jumpers jump from much lower heights than skydivers do.
