I saw the quote in a newspaper which made by Korean reporter. The bold part, 'personal' sounds awkward to me and I think that 'personal' should be changed to 'personally' or 'in person'.
Can you tell me if I'm right? If not, can you tell me why grammatically?

I agree with you. The writer is using an expression that began with TV sports announcers at the Olympic Games, who put together little pieces on the athletes to tell about their lives. This was maybe from 1980 or so. They called the segments "Up Close and Personal."
