Recently I read a headline on New York Times, "Bush Signals No Further Reduction of Troops in Iraq".
What does "signals" really mean? I looked up the dictionary, but still can't quite catch the meaning of the word.
One of the definitions of "signal" in the dictionary is "to express, warn, or to tell (as if ) by a signal or signals", which I think It's most close to it.
Does this sentence just mean "Bush expresses no further reduction of troops in Iraq"?
