1.All of our instructors are skilled CPR certified surfers with years of *ocean experience* and teach at a professional level.

Does it mean "any experience related to ocean" or does it have "professional" implication?

Also, "....instructors are skilled..." and "teach at a..." don't go pararel in a sentence? So, it is not a good sentence?

Surfing is one of the most exhilarating and "natural" experiences available.
Does the "natural" here mean "with nature" instead of "a natural experience to go surfing"?

3.
Since the meaning of " off-road " is "designed, manufactured, or used for travel off public roads, especially over rough terrain".
Can I call a "mountain bike" an "off-road bike"?

1. The implication is that they have years of experience in and around the ocean -- not surprising, since the ocean is where you have to be to surf. But it doesn't necessarily mean professional experience. Anyone may go surfing anytime, and the vast majority of surfers are amateurs.

I think it's parallel enough: All of our instuctors are skilled . . . and [all of our instructors] teach . . . .

It's not the best writing, but maybe the author has more skill surfing or saving lives.

2. Just means experience in nature, like hiking or boating.

3. Sure, why not? Mountain bikes are made to go on the roads and off road, and sometimes they are called "all-terrain vehicles" or "all-terrain bikes."

4. I'm not quite sure what your question is, but you seem to have spotted the ellipsis of the sentence correctly.
